The Office of City Assessor spearheaded by Ms. Jeanne N. Bitancor ensures that all laws and policies in the appraisal and assessment of real properties within the City of Dipolog are in maximum accuracy and are properly implemented for taxation purposes. It is located in the Ground Floor of City Hall Building, Rizal Avenue corner Herrera Street, Brgy. Central, Dipolog City.
As mandated under Book II of Republic Act 7160, otherwise known as Local Government Code of 1991, the Office of City Assessor shall take charge on surveys, classification, assessment and valuation of all real properties which will be the basis for taxation.
The City Assessor’s Office shall also establish a systematic method for real property assessment, identification, verification and accounting. They then keeps a subsidiary record and maintains a system of tax mapping that shows the geographics of all properties subject to assessment. It is also part of their function to prepare the schedule of unit market value of different classes of real property subject to the approval of the Sangguniang Panlungsod.
They shall also conduct appraisal of all real property in accordance with the Local Government Code and conduct frequent physical surveys to make sure whether all real property within the city is properly listed in the assessment rolls and check whether they are categorized as taxable or exempted.
The Office of the City Assessor shall also issue tax declarations, covering newly discovered properties and transactions involving transfer of ownership, subdivision as well as consolidation of land and other transactions involving assessment of real property.
In order to keep tabs with the changes of property’s market value, the Office of City Assessor shall also conduct assessments of properties dependent to its status. And assess whether the property is is improving or depreciating due to substantial loss of value by reason of physical and economic obsolescence.
The Office of the City Assessor in Dipolog aims to come up with updated assessment records of all kinds of real property in consonance with the general revision of real property assessment scheme that took effect since January 1, 1994.
