The Department of Labor and Employment (DOLE) is a national government agency mandated to formulate and implement policies and programs by the virtue of Act No. 4121 of the Philippine Legislature. DOLE serves as the policy-advisory arm of the Executive Branch of the government in the field of labor and employment. The department is tasked with the enforcement of the Labor Code. To carry out its mandate, the DOLE has 16 regional offices, 83 field offices with four satellite offices, 38 overseas posts, six bureaus, seven staff services and 11 agencies attached to it for policy and program supervision and coordination.

These agencies include:

Employees’ Compensation Commission (ECC) is in-charge in formulating policies and initiating guidelines in improving the employees’ compensation program.

Institute for Labor Studies (ILS) is the policy research and advocacy arm of the Department of Labor and Employment. This body is tasked to influence the plans and policies of the national labor and employment through research, projects and initiatives. The ILS is considered as the DOLE’s premiere think-and-do tank.

National Conciliation and Mediation Board (NCMB) are assigned to set procedures and standards and develop plans and programs relative to conciliation of labor disputes in sustaining harmonious labor and management relations.

National Labor Relations Commission (NLRC) is a quasi-judicial body designated to maintain and promote industrial peace through resolving labor and management disputes both in local and overseas working grounds.

National Maritime Polytechnic (NMP) is the only government-owned maritime training center in the country mandated to provide a seafarer’s training that can measure up to the international standards of the industry.

National Reintegration Centers for OFWs (NRCO) is DOLE’s attached agency mandated to promote the delivery of responsive, productive and sustainable reintegration services to OFW returnees to maximize their gains and cushion impacts of forced repatriation.

National Wages and Productivity Commission (NWPC) is a key policy making body on wages, incomes and productivity to ensure a decent standard of living for workers in enhancing their productivity and competitiveness.

Occupational Safety and Health Center (OSHC) envisioned as DOLE’s national authority for research and training on matters pertaining to safety and health at work.

Overseas Workers Welfare Administration (OWWA) is the lead attached agency of DOLE assigned to protect and promote the welfare and well-being of Overseas Filipino Workers (OFWs) and their dependents.

Philippine Overseas Employment Administration (POEA) is the agency designed to promote and monitor the overseas employment of Filipino workers and strengthen regulatory components of overseas employment program.

Professional Regulation Commission (PRC) is the government agency that regulates and supervises the practice of the professionals who constitute the highly skilled manpower of the country.

Technical Education and Skills Development Authority (TESDA) serves as DOLE’s leading partner in upgrading the competency and skills of the Filipino workforce, it directs and provides policies, programs and standards in uplifting quality technical education and skills development.

In Dipolog City, the Department of Labor and Employment-Region IX Office is located inside the vicinity of the Development Bank of the Philippines compound, National Highway, Dicayas, Dipolog City. It is headed by DOLE-Zamboanga del Norte Provincial Head Henry Tianero.

Some of DOLE-IX’s flagship programs are DOLE Integrated Livelihood Program (DILP), which serves as DOLE’s contribution to President Aquino’s national agenda in reducing unemployment as one way of mitigating hunger.

DOLE-IX also implements the "Big Brother, Small Brother" Program, a public-partnership program in small enterprises, which has an action-oriented approach in linking productivity and product quality, and promotes safer and better working conditions for workers.

Today, DOLE-IX continuously promotes gainful employment opportunities, develops human resources, protects workers and promotes their welfare, and maintains industrial peace as steps to attain their vision in making every Filipino worker attains full, decent and productive employment.
