The City Environment and Natural Resources was initiated through a joint memorandum circular under the partnership of Department of Environment and Natural Resources (DENR) and Department of Interior and Local Government (DILG) and Local Government Unit (LGU) to perform functions as another forest management office.
Pursuant to the Forestry Reform Code of the Philippines and the Local Government Code, the Department of Environment and Natural Resources is mandated to designate organizations and functions to the LGU's appointed offices. Thus, the City Environment and Natural Resources Office is created under the Local Government Unit of every city and province. Along with this designation is the setting of prescribed guidelines for the transfer and implementation of assigned functions to provide an efficient service to the community.
The City Environment and Natural Resources Office in Dipolog City continuously widens their collaboration and strengthens coordination with the DENR to achieve identical aims of forestry protection for the welfare of the Dipolognons.
As subject to the policies contained under the joint memorandum creating the office, the CENRO follows the basic policies and governs the city and other government units in the implementation of rules and regulations relating to proper forest management.
By adhering to these policies, the CENRO shares with the DENR in shouldering the responsibilities in the efficient forest management within their territory and within the subjects of their jurisdiction. To fully prepare the CENRO in fulfilling these shared responsibilities, CENRO officers train under the DENR in collaboration of the DILG to help enhance their capacities in the various aspects of forest management.
To extend further the CENRO’s services, the DENR may designate additional functions while taking into account the consultation of the CENRO, and may enter agreements for the enlargement and more improved and efficient forest management.
The City Environment and Natural Resources Office is located at Sta. Isabel, Dipolog City. It is currently headed by Edwin Bation.
